NCAA Tournament 3-2-1 Lottery Reform

The current NCAA tournament selection process creates perverse incentives for top teams to avoid difficult schedules. This proposal redesigns the seeding lottery to reward strength of schedule.
Under this system, the top seeds in each region would be determined partly by random draw among the highest-rated teams — giving conference champions a meaningful shot at favorable placement while preserving merit-based selection.
